Celebrating 35 years of impact in Orange County and beyond, OCCF adds three stellar members to its Board

IRVINE, Calif. (Mar. 21, 2024) — Today, the Orange County Community Foundation (OCCF), announced the election of Anna Escobedo Cabral, Tam Nguyen, and Framroze “Fram” Virjee to its Board of Governors. This remarkable trio of nationally-recognized  business and community leaders will play a vital role in OCCF’s work to build an Orange County where all have the opportunity to thrive.

One of OCCF’s top priorities is to ensure that its Board reflects the strength, diversity, resilience and future potential of the Orange County community. Cabral, Nguyen, and Virjee bring an unparalleled combination of strategic vision, professional experience, and civic and community engagement, making them uniquely qualified to help OCCF build a strong foundation for impact through its 35th anniversary and beyond.

Anna Escobedo Cabral

Anna Escobedo Cabral served as Treasurer of the United States from 2005 to 2009, becoming the highest-ranking Latina in the Bush administration. She then served as Unit Chief for Strategic Communications with the Inter-American Development Bank (IDB) from 2009 to 2018. Today, she and her husband serve as partners of the Cabral Group, a consulting and public policy firm. Cabral serves as an independent director for Navient, a member of the Comcast NBCU diversity council, and as an advisor to the Libra Group. Her nonprofit commitments include chairing the boards of the BBVA Microfinance Foundation headquartered in Madrid, Spain and the Jessie Ball duPont Fund, and serving as Treasurer of Lideramos, a national Latino organization that provides leadership training to grassroots community advocates. Cabral earned her Juris Doctorate from George Mason University School of Law. She holds a master’s degree in public administration from Harvard University’s John F. Kennedy School of Government, and a Bachelor of Arts in Political Science from the University of California, Davis.

Tam T. Nguyen

Tam T. Nguyen is the second-generation family business owner of national award-winning Advance Beauty College, graduating more than 50,000 trained professionals over its 37-year history. Nguyen serves in numerous community and business leadership roles, including chairing the board of the Orange County Transportation Authority with a $1.7-billion budget, board member of MemorialCare Orange County Hospitals, board chair of the Cal State Fullerton Philanthropic Board of Governors & Small Business Diversity Network. He is also a founding board member of Genesis Bank and the Genesis for Good Foundation. One of his most notable contributions was cofounding Nailing It For America, a volunteer initiative that collected and delivered $30 million worth of personal protective equipment and 80,000 restaurant meals to healthcare professionals, frontline workers and vulnerable community members during the COVID-19 pandemic. Nguyen was born in Vietnam and raised in both Los Angeles and Orange County. He graduated from UC Irvine and Cal State Fullerton and earned an MBA and a medical degree.

Fram Virjee

Fram Virjee served as president of Cal State Fullerton from 2018 to 2023—leading a campus with one of the largest student populations in the nation’s largest system of public higher education, serving more than 40,000 students with an operating budget of over half a billion dollars. This appointment followed five years as executive vice chancellor, general counsel, and secretary to the board for the CSU statewide system. Prior to joining CSU, Virjee practiced law as a litigation partner at O’Melveny & Myers, one of the largest law firms in the nation and the oldest firm in Los Angeles, for more than 30 years. He served as the national Chair of O’Melveny’s Labor and Employment Practice Group, and as the firm’s diversity and inclusion partner. Virjee and his wife, Julie, are co-founders of Yambi Rwanda, a non-profit organization dedicated to improving the lives of Rwandans through the sustained provision for basic human needs—clean water, adequate nutrition, and healthcare—along with equitable access to quality education and the celebration of Rwanda’s culture and arts.

“I’m honored and energized to be joining the esteemed Board of the Orange County Community Foundation,” said Nguyen. “I had the opportunity to engage with the Board during their visit to Little Saigon in 2023, and was deeply impressed by their dedication, vision, and commitment to our community. I look forward to contributing to the Foundation’s mission in the years ahead.”
