The Frank & Ruth Bila Fund was established as a permanent endowment at OCCF in 1997. A portion of the annual payout is available to support qualified nonprofit universities/colleges offering general curriculum located within Orange County, Calif. Qualified institutions may ask for funding for the acquisition of equipment or development of facilities that will directly benefit the academic population.

The Orange County Community Foundation, in partnership with the FEDCO Charitable Foundation, provides grants for full-time public school teachers serving students in grades kindergarten through 12th grade in Orange County. FEDCO teacher grants provide up to $500 per teacher for hands-on classroom or field trip projects that help bring "learning to life." Priority is given to schools that serve children with a low socio-economic status and/or low academic scores.
