Meet the Board of Governors

The Orange County Community Foundation’s Board of Governors establishes policy, sets priorities and makes final grant decisions. All members are volunteers representing a diverse range of skills and knowledge of the community they serve.

Paul F. Marx, Chairman
Paul F. Marx, the senior trusts, estates, and tax partner at Rutan & Tucker LLP, California’s largest full-service law firm based in Orange County, recently celebrated his 50th year practicing law. His distinguished community involvement includes chairman of the Board of Governors of the Orange County Community Foundation. Additionally, he is a former trustee and former general counsel of the University of California, Irvine Foundation, and past president of Big Brothers Big Sisters of Orange County, Inc., the Constitutional Rights Foundation of Orange County, and the Child Guidance Center of Orange County. Paul received his law degree from Harvard Law School.

Dick Allen, Vice Chairman & Treasurer
Dick Allen, president of DIMA Ventures, has four decades of experience in the health care industry, both as an operating executive and as an angel investor and board member. He was a co-founder and senior vice president of Caremark prior to its sale to Baxter Healthcare. Allen is currently on the faculty of the Stanford University Graduate School of Business, teaching a course titled "Managing Growing Enterprises". At the Orange County Community Foundation, he is vice chair and treasurer of the Board of Governors and chairs the finance and compensation committees. Allen also serves on the board of directors of several private healthcare companies and Hoag Memorial Hospital Presbyterian. He is a former chairman of the board of directors at Hoag and the Orange County Business Council. He is active in the Juvenile Diabetes Research Foundation, participating on its International Lay Review Committee. Allen received his B.S. degree (cum laude) from Yale University and an M.B.A. from Stanford University.

Julie A. Hill, Secretary
Julie A. Hill founded Hiram-Hill Development in 2002. At the Orange County Community Foundation, she is secretary of the Board of Governors, chair of the marketing and visibility committee, and a member of the board development and compensation committees. Hill is past chair of Human Options; ambassador of the University of California, Irvine Foundation Board; member of the Women's Leadership Board of the Kennedy School of Government at Harvard University; chair of the marketing committee at the Paul Merage Graduate School of Management at the University of California, Irvine; and past chair of the Chief Executive Roundtable at UCI. She is a public company corporate board member of Lend Lease Corp., WellPoint Health Networks, and the Lord Abbett Family of Funds. Hill received her master’s degree in marketing and management from University of Georgia and a bachelor’s degree from University of California, Los Angeles.

David Seigle, Past Chairman
David Seigle is president and CEO of In-Three, Inc., a Westlake Village, Calif.-based firm that produces 3D movies. Seigle was president of SeatAdvisor a provider of ticketing software for performing arts and sports venues. He was previously the founder and senior vice president of international operations for FileNet. At the Orange County Community Foundation, Seigle is past chair of the Board of Governors and a member of the finance, marketing and environmental grant review committees. Seigle has also served on the boards of a number of public and private companies, including the St. Joseph Hospital, the Santa Ana Business Bank, SeatAdvisor Corporation, FieldCentrix Corporation, Kofax Image Products, Interface Systems, Microsim Corporation and Action Instruments. He received his undergraduate degree from Yale.

Marcia F. Adler
A retired elementary school teacher, Marcia F. Adler has been an Orange County community volunteer for more than 35 years. She serves as chair of the fund distribution committee and the nonprofit capacity development committee at the Orange County Community Foundation. She is also a member of the board development, seniors grant review, and the Margret E. Oser fund for women grant review committees. She is former chairman of the Juvenile Justice Commission, the past president of Junior League of Orange County and a former board member of the American Red Cross in Orange County. She received her bachelor’s degree from UC Davis and obtained her graduate degree from UC Berkeley.

N. Christian “Chris” Anderson III
One of Orange County’s most notable media executives and 27-year veteran of the Orange County Register, N. Christian Anderson III joined the Orange County Community Foundation’s Board of Governors in 2006 and serves as a member of the marketing committee. He served as president of Freedom Orange County Information and publisher of The Orange County Register from 1999-2007. He also served as senior vice president of Freedom Communications and president of Freedom Metro Information. During Anderson's leadership, the Register won two Pulitzer Prizes for journalism. He was named Editor of the Year by the National Press Foundation in 1989 and Publisher of the Year by Editor & Publisher magazine in 2007. Anderson received his B.A. degree from Oregon State University. Anderson is a member of the board of trustees of South Coast Repertory and St. Margaret’s Episcopal School. He received his B.A. degree from Oregon State University.

Jeffrey A. Dankberg
Jeffrey A. Dankberg has been a tax partner at the Orange County, Calif. office of Deloitte, LLP for 28 years. An active community philanthropist, he has volunteered his time and professional expertise to the boards of several local nonprofit organizations. In 2006, he joined the Orange County Community Foundation Board of Governors, where he chairs the audit and investment committees. He has been a 20-year volunteer for the Irvine-Calif.-based Pediatric Cancer Research Foundation’s board of directors; he currently serves as treasurer and was president twice. His other community service experience includes serving on the boards of Girls Inc. and KOCE-TV Community Partners. Dankberg holds an MBA in accounting/finance and an undergraduate degree in economics from UCLA.

Paul C. Heeschen
Paul C. Heeschen is the president and founder of Heeschen & Associates, an investment management company in Newport Beach, and chairman of the board for Diedrich Coffee. Prior to forming Heeschen & Associates, he spent nine years with PricewaterhouseCoopers. He joined the Orange County Community Foundation board in 2006 and serves as chair of the board development committee. His board experience also includes chairman of K & B Co and a member of the board for PC Mall. He holds a B.S. degree in business from the University of Southern California and is a certified public accountant.

Timothy J. Kay
Timothy J. Kay is a partner at Snell & Wilmer L.L.P. His law practice concentrates on tax, trust and estate matters with emphasis in estate planning, trust and probate administration, estate and gift taxation and trust and estate litigation. At the Orange County Community Foundation, Kay serves on the Board of Governors and is a member of the audit, investment, and marketing committees. He also serves as the vice chair of endowment on the board of directors of Boy Scouts of America in Orange County and executive vice president on the board of directors of Boys Republic, and is the past president of the board of directors of the Orange Coast Estate Planning Council. Kay received his bachelor of arts degree in psychology from the University of San Francisco and his J.D. degree with distinction from Stanford Law School.

Donald P. Kennedy
Donald Kennedy became associate counsel of First American in 1948, which was then called Orange County Title Company. He was appointed vice president of First American in 1951, executive vice president in 1958, president in 1963, chairman of the board in 1993, and chairman emeritus in 2003. He also serves as the vice chairman of First American’s principal subsidiary, First American Title Insurance Company. Kennedy joined the Orange County Community Foundation Board of Governors in 2003 and is a member of the finance committee. In addition to his work at OCCF, he is chairman of the board of Bowers Museum and vice chairman of Chapman University. Kennedy is a graduate of Stanford University, where he was a member of the 1939 NCAA champion golf team. Kennedy is a graduate of the University of Southern California School of Law.

Kelly Smith
Orange County philanthropist Kelly Smith is a member of the Board of Governors at the Orange County Community Foundation. She plays an active role in understanding the needs of local nonprofit agencies and serves on the board’s fund distribution committee, which awards grants to nonprofit agencies addressing some of the most pressing needs in Orange County. Passionate about early childhood education and literacy, Smith also serves as a Western Regional Advisory Board Member of Jumpstart, a national nonprofit organization working toward the day every child in America enters school prepared to succeed.

Socorro Vasquez
A community leader who is passionate about the arts and educational opportunities for under-served youth, Socorro Vasquez has been a community volunteer for more than 30 years. She joined the Orange County Community Foundation Board of Governors in 2005 and currently serves as a member of the board development committee. Along with her husband, Ernesto, she supports a number of scholarship programs including the architecture and engineering scholarship for Orange County’s Hispanic Education Endowment Fund, which is held at the Orange County Community Foundation. In addition to her work at OCCF, Vasquez is a trustee of the University of California, Irvine Foundation, a member of the board of trustees for the Balboa Performing Arts Theater Foundation, and past board chair for Saint Joesph Ballet.
